Most of the delivery of the Refinery is CIF cause they maintain their own fleet so no problem with delivery to clients. As for the procedure:

1. Buyer issues Letter of Intent (LOI)
2. Seller issues back Firm Corporate Offer (FCO)
3. Buyer (upon agreement on the procedure stated in the FCO) submits ICPO
    with Proof of Fund (Non-Transactable) Certificate
                                                4. Seller and Buyer signs Sales Purchase Agreement
5. Seller issues Proof of Product (already assigned to Buyer's name) plus payment of government taxes, pipeline      usage, etc (at no expense to Buyer)
6. Buyer issues SBLC equivalent to 1 Million mt
7. Seller issues Performance Bond (2%)
8. Payment by Telegraphic Transfer upon presentation of Bill of Lading, Certification by SGS, etc
